Fixes #8791.

Does an initial payout of the block rewards, following the split as provided by the claim. Pays out the prover reward to the bondProvider which some places are referred to directly as the prover, or if not provided, to the msg.sender.

Adding this extra logic meant that the rollup is too large to fit, so the TxsDecoder library is made external.

This mean that the deployments had to be updated in order to handle the linking. In the same work, we are now using a shared l1Artifacts instead of having multiple definitions.

Adds a new flag in the fixture setup fundSysstia, which ensures that there are rewards to pay out.

Extends the full.test.ts to check that block rewards have been distributed.

Likely not. But done this way as they could. For example, it you want to run a Sysstia that allow rewards (of different size) to multiple rollups it can be supported this way, but there can only be one guy that is supported for the fee collateral.
