[Key Vault] Use the swagger generated from the service 7.2-preview #11370

This PR uses the swagger generated from the service 7.2-preview. That's all that it does. Further work will come with other PRs.

Fixes #9726

To make this work, I also fixed #11027, so

Fixes #11027

Note that 11027 doesn't include adding tests for this feature. We can go through tests alignment in another PR. I do have an issue for that purpose: #9845

I reviewed a bit until I got to the secure key release implementation, which you should hold off on per Teams channel. The design is changing right now. I would separate the PR into just the oct-related issues and I can re-review.

When this GAs, I recommend using a specific commit. We tend to do this in azure-sdk-for-net (comment based on what the value was before your change).

For now if you want to make headway on the other changes, probably a good idea. If you can, maybe use a transform to turn release_policy properties into a string, i.e. the KeyReleasePolicy model effectively becomes just an opaque string. This is the likely change for 7.2-preview coming soon.

We can wait for that to appear in the swagger! I mean, this generated code doesn't appear in the public API. Would that be ok?

If this is all generated and not exported, that should be fine.

As part of investigating #11316 we found it was non-obvious that we would be using the checkpoint store when closing. 

The reason we use it is when we close the subscription we also mark, in the checkpoint store, that the partitions are abandoned. This lets other consumers more quickly pick up abandoned partitions rather than forcing them to wait for an expiration interval and discover it.
