Bug: Cant restart any module on my edge while the device is connected #2574

Expected Behavior

When I have a edge device declared in portal and considered as connected, I should be able to restart modules from the detail view of this edge device.

Current Behavior

Reboots button are in grey and can't be clicked.

Context (Environment)

Portal version: 4.13.2.170
LoRaWAN Stack version: 2.1.0
