Update the application table in StatusDB with columns needed for long-read apptags

As a member of CG and LIMS developer,
I want two new attributes to be added to Applications in cg: "Target Yield", and "Percent Yield Guaranteed",
So that we can properly track the targeted amount of data each long-read sample needs, which is a requirement for the LIMS implementation of the Revio.
