Update issue & PR templates #156

Open a new issue directly CAM doesn't currently have an issue chooser, but this link works, and will be the better link to use (rather than just .../issues/new) in case it introduces an issue chooser.
This reverts commit cfb84a6. This didn't work
@mvertens I'd like to get your thoughts on this, if you have a few minutes to look it over. @fischer-ncar - once @mvertens approves, I'll let you merge this at your convenience. Also, if we stick with having links to each external's issue tracker, we should try to remember to add new links when we add new externals. Could you try to help me remember this? |
@billsacks - this looks really good. It would be great if each of the
projects would have a template as well that could be used.
Also - I think it would be important to separate out the CIME CCS from the
data model share code and the coupler share code. I'm not sure it makes
sense to have these all bundled together for issues at this point.

@mvertens thanks for looking at this. I think that what you're suggesting would all happen in other repositories, not here; do you agree? Similarly, I think your suggestion for cime would need to happen within cime, not here; do you agree? There are already labels that we use to distinguish between various types of issues in cime, though they could probably be improved. Maybe this is something to discuss on the next cime call? In any case, can you please confirm that you're happy with what's here and any further work should be in the individual component repositories – or are you asking for changes here? |
CAM has a different workflow. Our primary point of contact with external
users to report a bug or problem is via the CESM forum.

@billsacks - I agree with your points. Lets bring this up at the next CIME
call. This really goes into a larger issues of separating out the fortran
code from CIME so that the case control system. Please go ahead with your
changes.
