Add CI jobs for Apple and Windows targets #163

Is your feature request related to a problem? Please describe.

As a followup to #162 we need to run CI jobs to build and test the library on other platforms, e.g. macOS and Windows. Currently only Linux is tested.

Disable native target publishing

Native targets should not yet be published, because CI infrastructure needs to be updated

Native target publishing is left enabled for snapshots, so that we can test how the multiplatform integration is working.
