This is so they can be run from an install, and won't be installed as a separate pacakge called "tests" Also added a standard .gitignore file for Python.

Also PEP8 cleanup.
__init__.py removed so that find_pacakges won't install it.

This PR updates the tests to find files relive to the tests
__file__value, so they don't have to be run from a particular dir.
