CompatHelper: bump compat for "ChainRules" to "0.8" #984

This pull request changes the compat entry for the ChainRules package from 0.7.55 to 0.7.55, 0.8.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

985: Update ChainRules and ChainRulesCore r=oxinabox a=oxinabox

Replaces #983 and #984 doing both at once.
We should wait for JuliaMath/SpecialFunctions.jl#319 to be merged first though as without that SpecialFunctions.jl holds us back to ChainRulesCore 0.9
which means CI will not actually tell us
