Owner password support

Passing --owner-password to ssh-tpm-agent or ssh-tpm-add will query for the owner password for the SRK.

Stubbing out missing ssh-agent functions

Fixed a bug where using ssh-add with ssh-tpm-agent would fail as the proxy operations where not implemented.
