Removed a rule copy-pasted (?) from sample stack OPI and not connecting properly here in 9319e75 . Otherwise all good.

Description of work
Created an OPI which shows the motor OPI and raw steps for use in controlling the Litron Power OPI

Acceptance criteria
Should be roughly equivalent in function to this vi
Raw steps can be input as equivalent to motor steps, the relative target is equivalent to tweaking using the normal motor OPI.
