Spike: Review commented out tests

As noted in #3445, we have 102 pending or commented out tests. We need to create a strategy for how we will address these tests.

Goal of this ticket is to:

• Review commented out tests
• Create tickets for sections of tests we would like to address

114 tests have been commented out. I tried to group them into categories (student, mentor, admin, etc.) the best I could and I created the following issues to address them:

• Address admin tests #3852
• Address invite tests #3853
• Address join request tests #3854
• Address judging tests #3855
• Address location tests #3856
• Address RPE tests #3857
• Address image upload tests #3858
• Address registration tests #3859
• Address survey tests #3860
