Add MET/METplus v9.1.3/v3.1.1 to the unified-env

The EMC_verif-global package is not compatible with newer versions of MET and METplus and must have the above versions to function properly.

Add MET/METplus v9.1.3/v3.1.1 to the requirements along with the current v11.1.1/v5.1.0.

Discovered that this was needed while testing #1217.

Unfortunately, MET v9.1.3 is not compatible with clang. Will resurrect efforts to accomplish #942 instead.

Closing as not planned. This may not be possible and is likely not worth the effort as discussed in #1259 given that verif-global is sunsetting.
