This is not-quite-public API, but since we have this for Array-to-Array copies, this tries to ensure it also does generically the same behavior for Memory-to-Array and Array-to-Memory as well.

@vtjnash Looks like this PR deteriorate copyto! performance for none-Array src. The default isassigned for AbstractArray is try catch based, which seems unacceptable in such hot spot.

I think Keno's recent work to remove try/catch is expected to fix that? Although isassigned should be part of the Array API, so folks should be implementing that too (esp. since #49827 now did that for most of Base)

Then we'd better implement it for all Array wrappers in Base (Now, ReinterpretArray still use the default fallback).
Also, the current code is missing some @propagate_inbounds/@inline.
IIUC, this will prevent isassigned from being optimized away within @inbounds.

BTW, why try/catch elimination helps in this case?
The default fallback catches both BoundsError and UndefRefError.
How can we prove BoundsError would never happen?

Although isassigned should be part of the Array API, so folks should be implementing that too

This reverts commit f0a28e9.

This introduced in general a try catch inside the inner loop for
`copyto!` and it also has performance regression in other cases
#53430.

Since this was added without any tests and "is not-quite-public API" it
seems easiest to just revert it.
This was added for Memory-to-Array and vice versa but dedicated methods
could be added for that if it is desirable
