Particularly under precompilation, fields and globals can revert to being undef, which is heavily relied upon by many `__init__` methods in the ecosystem (because JLL emits this pattern, so we cannot simply disallow it). While here, also fix and improve several places where we compute or use the isdefined check poorly.

Particularly under precompilation, fields and globals can revert to being undef, which is heavily relied upon by many `__init__` methods in the ecosystem (because JLL emits this pattern, so we cannot simply disallow it). While here, also fix and improve several places where we compute or use the isdefined check poorly. (cherry picked from commit fb3ae01)

Following up #53750. External abstract interpreters with `assume_bindings_static` enabled assume nothrow-ness of defined `GlobalRef`s no matter if they are constant during abstract interpretation. However, post-#53750, the optimizer’s verification switched to stricter checks, causing errors in such interpreters. This commit makes `IRCode` hold `assume_bindings_static::Bool` info to ensure that inlining and verification behaviors are synced with abstract interpretation.

This change regains some inference power that we lost with JuliaLang#53750. It adds an `isdefined` bit to all bindings to track whether they were defined when their module was open. If so, we can be sure that they will be defined forever.
