The 1st and 2nd strokes may be swapped.

May‽ Is it an error when they may be swapped?
Also, Kakijun has a variant, but there strokes 1 and 2 are those that are not changed.
(edited, the variant is not just a swap.)

The Kakijun has actually two variants of which the second (bottom one) is the chinese/taiwanese way of writing the character. All references I have found apart this one and Kakijun have the first variant (middle one) instead of the Kakijun main one including wiktionary and Heisig's "Remembering the Kanji". Is there a definite Japanese resource stating the "correct" one?

This is an error. Left to right, top to bottom. Strokes 1 and 2 need to be swapped.

I checked the kanji learnings dictionary and quickly consulted with the lead curriculum coordinator at the Japanese language school where i work.
