Part of the Conversion Hosts UI feature BZ: https://bugzilla.redhat.com/show_bug.cgi?id=1693339

We need a basic structure for #854, #855 and #856 to fit into. This issue will consist of a basic skeleton of blank views for the empty state, the list view, and the wizard modal, with an initial action to load the conversion host objects from /api/conversion_hosts.
