Summary

When developing semgrep rules sometimes it is useful to be able to run them against a set of codebases local to the machine. This pr adds a ./bin/scan path/to/directory script that can provide an easy mechanism to do this. Users could also run this manually, but this abstracts away needing to set up the config correctly.
