BuildKite CI: Build-artifacts-medium-curves pipeline

This entails:

• Thinking more carefully about all the pieces involved in this and breaking up the work into several chunks
• Teasing apart the existing job and all it's dependencies to make intermediate artifacts more reusable -- talk to @mrmr1993 to learn more about this
• Ensure logs and other end-artifacts are present (logs should be covered by buildkite for us)
• Enable on develop and watch for a few days to see if builds are passing properly
