Currently the org.archive.modules.deciderules.TooManyHopsDecideRule is being configured
to maxHops = 1.

This setting does not stop heritrix from apparently going further than one hop, as has been reported more than once.

Notification are now monitored to see if we have duplicates

On crawl end a notification is displayed and only when a user closes it does it go away
