Adds possibility to add --base_directory as an argument to download the dataset outside of the current folder.

I'd suggest calling the argument "download_directory" instead, because that makes more sense to the user.

Agreed. Download directory is more intuitive. Updated the PR now.

I doubt I'm very relevant for the review process since I'm not in any way involved with NVidia or this wonderful ML project, but I've looked at the code and think it's OK =)

please, is there a data annotation file for the proposed dataset?
and if it is an xml file, it will be a great help
