Bug description
plot_turbines_with_fi does not correctly locate the turbines when wind_direction is not 270.

To Reproduce
Steps to reproduce the behavior:

  1. Run a simulation with a wind direction of 270 degrees
  2. Plot the output from visualize_cut_plane and plot_turbines_with_fi on the same axes
  3. See that they do not coincide

Expected behavior
I would have expected the turbine locations from plot_turbines_with_fi to match up with the turbine wakes, as they did in FLORIS 2.4.

Floris Version
3.1 plus changes from #445 to allow plot_turbines_with_fi to run without crashing.
