Description

This disables unit and functional tests in the Official Build by default. We can still schedule them for manually scheduled builds if needed. I copied the parameters from pull_request.yml to make sure they're in sync.

Here's a build I scheduled with Test signing: https://dev.azure.com/devdiv/DevDiv/_build/results?buildId=10243995&view=results
