Adding 2023 Planning page to OAI Marketing repo

I'd like to add a page to the OAI Marketing repo to include notes from the 2023 planning meeting

Thank you @jcasman for kicking this process off and posting on the repo. I have several comments for your consideration, but taking a step back, maybe what you have is "good enough" to keep the discussion going?

First - administrivia. I think you spelled Agueda's name incorrectly? I also think it would be nice to have consistency of naming. If we are going to use some folks' surnames, let's use everyone's surnames? Plus, for archival purposes it will make it clearer who is involved. 2 cents.

I have a problem with the section labeling of "Strategy and Goals". The goals don't seem like goals to me, they seem more like questions and curiosities to me. But maybe it is a good starting point for further discussion? Could we rename to "Strategy and Goals Discussion"? Just a thought.
