Revert 22052 revert 21863 xml binding4 impl

Reverts #22052 which reverts #21863 and adds EXACTs to xmlBinding-3.0 io.openliberty.xmlBinding.3.0.internal.tools/bnd.bnd to prevent package resolution errors
