Add support for "Eldritch Empowerment" (Lich Ascendancy Notable)

Description of the problem being solved:

• Adds support for "Eldritch Empowerment" notable from Lich Ascendancy, specifically:
  • Non-channelling Spells cost an additional 3% of maximum Energy Shield
  • Non-Channelling Spells deal 30% more Damage

Steps taken to verify a working solution:

• Mod is parsed correctly
• More Damage is added
• ES Base cost is added and scales with supports
• Effects do not apply to non-spells or channelling skills
• Checked that there is no interference with existing mods (no changes to ModCache )

Limitations:

• I did not include anything for "Spending Energy Shield does not interrupt Recharge" as I don't think ES Recharge interruption from spending resources is currently a thing in PoB anyways
