Issue

This PR allows requests to modify how coordinates are snapped. Currently, it only supports one option:

  • snapping=default - the default, and maintains the current OSRM behaviour of not snapping to edges marked as is_startpoint
  • snapping=any - will snap to whichever edge is nearby.

Note that this does not modify the small component selection behaviour.

I intend on extending this parameter with new options in future changes.
