Resolves #3346
Fixes a few translations that were not in zh-TW and renames the language code to be zh-TW instead of the less specific zh.
It looks like a lot of changes, but the only translations that were updated were the 11 in
conf/messages.zh-TW. The files inpublic/localeswere really just renamed, but thei18nextlibrary complains if you don't have fallback language files. So we not have empty "zh" files, and git makes it look like there were a ton of changes because of that 🤷
