It seems that backend folks are bringing back the idea of support temporarily faulty qubit/gates, which it was added in #4110

When they send some examples of backend property files, we discovered that the full infrastructure assumes symmetric coupling maps. Generalising this to directed coupling maps was trivial, hence this PR. In that process we discover other issues (see #6406)
