Update Web API Testing Code with Web API Core changes

This issue is to track work on the following changes to the Web API Server Core 1.0.2 testing rules from the workgroup meetings:

• Remove DataSystem endpoint test (REQ-WA10x-END2). Vendors MAY still use this endpoint, but RESO won't test for it in Web API Server Core. An additional endorsement could be created in the future if there's interest.
• Remove OData data type testing rules (REQ-WA10x-QM1) from Web API Server Core.
• Remove OData query parameter case sensitivity testing rules (REQ-WA1xx-Q1) from Web API Server Core.
• Remove Year, Month, Day part tests in favor of ISO-8601 date and datetime queries.
• Add testing rules for 'eq' and 'ne' operators on OData Edm.EnumType enumerations.
• Add testing rules for OData any() and all() queries.
