  1. elliptic-curve: constrain SecretKey::secret_value exposure 

    ...to only return `NonZeroScalar<C>` when the `arithmetic` feature is
enabled and the curve impl's `ProjectiveArithmetic`.

Otherwise the `SecretValue::Secret` type is not intended to be part of
the public API.
