A pretty minimal change to address #2692.
It hides the 'change management whitepaper' altogether for now, pending a proper rewrite.
Instead, I have slightly extended the section in the Userguide to explain what is different about major releases.
I haven't actually removed 'change_management.rst', but it is no longer reachable from the main body.
I also moved the content of 'change_management_goals.rst' into the Userguide section and freely rewrote, so that is also no longer referenced in visible pages.
