Update crates' versions to 0.3.0 (v0.3.0-alpha pre-release PR)

Description

No documentation or release process changes necessary. I just:

• Bumped all crate versions with cargo set-versiion
• Updated packages_to_publish.yml entries' order to reflect a recent change in the dependency graph (sov-stf-runner should not depend on modules #991). I found out about the error during my dry run of cargo publish.

Next steps:

• Release all crates in packages_to_publish.yml to https://crates.io.
• Merge the PR.
• Push a tag to GH and create a GH release page.
• Open a new PR to merge these changes into stable (source branch should be a new, temporary branch, not nightly, to avoid polluting the release with untested/new commits).
