feat(metrics): adds NoopMeter implementation (#278)

* feat(metrics): adds NoopMeter implementation

Resolves open-telemetry/opentelemetry-js#264

* yarn fix

* rename test file

* fix the build attempt 1

* respond to comments

* fix the build part 2
