deluge: Update to 2.1.1.dev61 and libtorrent 2.0.9

Depends on #5800

@th0ma7 Why did we need to move from 2.1.1 to a -dev version? (A certain tracker has just banned development versions.)

@sebinsua that's because there isn't any new release since quite a while although new code updates continues to flow in on their github repository. Therefore I ended-up bumping the package. You may be able to uninstall and re-install the older version which used a stable release.

hmmm it is possible to mark dev releases as "beta"? Synology can mark own pkgs as beta.
