Goal

For Core and Frontera, make header searchbar styles match on CMS, Portal, and Docs.

Background

  1. The header searchbar was made consistent for Frontera not Core (during FP-531).
  2. The header searchbar consistency for Frontera was lost, because Portal stopped loading frontera_cms/…/site.header.css.

Direction

  1. Restore call to stylesheet frontera_cms/…/site.header.css.
  2. Migrate stylesheet frontera_cms/…/site.header.css to frontera_cms/…/site.header.portal.css.
  3. Update call to stylesheet frontera_cms/…/site.header.css as site_cms/…/site.header.portal.css.*

* This means moving it from https://github.com/TACC/cms-site-resources to https://github.com/TACC/Core-CMS.
