Updating OpenBLAS to 0.3.3 in Windows 64 bit build. Big performance gains on certain architectures, allowing for 30 fps tracking with CE-CLM models

* Removing code duplication and getting rid of some C++ warnings due to float/double and signed/unsigned mixing.

* Fixing the screenshot functionality.
