Before, the first tag would have been imported first as the "primary tag".

Now, because the Ghost's "primary tag" is the best approximation of
Jekyll's "category", we import the "category first".

This is being closed in favor of #506, which grew in scope until it conflicted with this PR, so #506 is being updated to include the scope of this fix as well.
