feat: new loader animation (#1085)

* removes old loader code

* adds logo

* adds in background gradient

* adds rotating stars background

* adds css stars and meteors

* unstretches earth image and adjusts stars to have varying opacity

* adds aria hidden property to visual loader content

* deletes unused asset

* setup of basic loader animation

* edits colors in orbits, adjusts positioning of logo to ensure it remains centered at all dimenstions

* positions logo in a way that works at more scrteen sizes

* switches to svg logo for smaller asset load, deletes old image files from old loader we are not using anymore

* adds svg src to loader file
