This PR comes after #1440 and is best examined after that has been merged.
In this PR I move the prototypes for NC_RO_, NC_NOTNC3_, and NC_NOTNC4_* functions to netcdf_dispatch.h.
These functions are intended to be used when building new dispatch layers, so it's appropriate that they appear in netcdf_dispatch.h.
