Describe the bug
Featuring created by one admin will not show as being featured for any other admin from within the Knowledge Center Management screen. Also the other admins will not be able feature it since it has already been featured.

To Reproduce
Steps to reproduce the behavior:

  1. Feature libraries using SuperAdmin
  2. Create new Admin user
  3. Logon with new Admin user,
  4. Go to 'Knowledge Center Management'
  5. See that there are no libraries featured flagged
  6. Try feature flagging one of the libraries that was already featured..
  7. Notice that you cannot feature the library

Expected behavior
All admins located at the same facility should be able to view the feature flagged libraries as well as toggle the feature flag.
