palomachain#1245 did not add the automatic handover needed during a compass upgrade in order to not lose access to the fee manager. This needs to be added still, just like ERC20 token ownership handover.

# Background

This change makes use of the atomic handover endpoint on compass,
re-enables the token relink and ensures ownership of fee manager is
transferred as well.

- [x] tested in a private testnet

- [x] I have checked my code for breaking changes
- [x] If there are breaking changes, there is a supporting migration.
