Brief summary of changes
This move does not garantee that all patches have been concatenated into the rerlease patch. the usual process is to do so at the same time to make sure no new patches get missed in the New_patch directory but this was not done at the time of the compilation of the release patch
as for the cleanup. it was missed in the PR #6041 which deletes the row from the permissions schema
