Adding playbooks to provision on Azure

These playbooks are an adaptation of the original AWS provisioner to run against Azure. Note that these provision your network, subnet, resource group, etc which is different from the AWS playbooks that expect an existing VPC.

I thought I had mentioned this here. The refactor of the provisioner #141 needs to happen before we can add an other cloud environments. I'm all for adding more, but not under these circumstances.

Closing this PR. We can revisit this topic once #141 gets done.
