Problem

The downstream SPL jobs were disabled in #3414 because the crates weren't being patched properly.

Summary of changes

Since the crates are now being properly patched in solana-labs/solana-program-library#7434, re-enable those jobs! At the same time, remove the patch to bump the curve25519-dalek version.

Backports to the beta branch are to be avoided unless absolutely necessary for fixing bugs, security issues, and perf regressions. Changes intended for backport should be structured such that a minimum effective diff can be committed separately from any refactoring, plumbing, cleanup, etc that are not strictly necessary to achieve the goal.
