WorkflowTrigger does not work with direct db access

No that is for TriggerDagRun, but WorkflowTrigger also have similar implementation and it's used in ExternalTaskSensor.

Sorry i missed this, will be raising PR shortly, merging WorkflowTrigger and DagStateTrigger into single PR.

I observed few issues while testing WorkflowTrigger it needs some testing before i raise PR. may not be possible to get it for RC.

Date calculations are and assignment at here wrong
