This is to get #415 released to allow writing wide (more than 65535 columns) tables to Arrow.

@ericphanson @baumgold Could you also vote to this? Your votes aren't "binding" (because you aren't not PMC members yet) but joining our release process is helpful when I nominate you as PMC members. If we have 3+ PMC members from Julia community, we'll be able to release a new version more smoothly.

if I trust the CI processes, can I vote on that basis? (Otherwise I need to figure out how to install gpg keys I think)

You need to verify by yourself:

Before casting +1 binding votes, individuals are REQUIRED to download all signed source code packages onto their own hardware, verify that they meet all requirements of ASF policy on releases as described below, validate all cryptographic signatures, compile as provided, and test the result on their own platform.

In general, you can use dev/release/verify_rc.sh to automate it.
