Add s390x support to CI

We would like to add support for s390x to existing CI. Adding s390x build stage which uses Jdk21 and Scala 2.13.
Verified the build and tests locally.

We're still having issues adding ppc64le (see #13817, https://cwiki.apache.org/confluence/display/KAFKA/KIP-942%3A+Add+Power%28ppc64le%29+support).

I think until we resolve these issues we won't consider adding extra platforms.
It's probably worth looking at the issues we're hitting with pcc64le to ensure that we won't hit them with s390x as well.

The challenges seen with ppc64le are not encountered on s390x. We have added s390x build stage in the existing pipeline, so it'll run concurrently without needing a separate pipeline setup which is required for ppc64le. Would you mind testing it out when you get a chance? Thanks.
