Extensions defined in any supported extensions.xml does not support meta versions

I think this is wrong. IMHO it should be:

• project .mvn/extensions.xml should not allow (as now)
• user wide ~/.m2/extensions.xml should allow
• system wide $MAVEN_HOME/conf/extensions.xml am on edge here: yes? no?

Moreover, a question: if one has same version of extension defined on more than one place, is that an "extension conflict"? Currently is reported, but IMO again, this is wrong: if versions are "same", there is no conflict, no?

I'd say yes, since they are not specific to a project.

Agreed, if they match that should not be a problem and no need to report.
