chore: Remove legacy SIP-15 interim logic/flags

SUMMARY

This PR removes the legacy SIP-15 interim logic/flags. Time range endpoints are no longer configurable and strictly adhere to the [start, end) paradigm, i.e., inclusive of the start and exclusive of the end.

• Has associated issue: [2.0] Remove legacy SIP_15_* logic/flags. This feature has been in flight for a number of years which is sufficient time for institutions to have upgraded. #18906
• Required feature flags:
• Changes UI
• Includes DB Migration (follow approval process in SIP-59)
  • Migration is atomic, supports rollback & is backwards-compatible
  • Confirm DB migration upgrade and downgrade tested
  • Runtime estimates and downtime expectations provided
• Introduces new feature or API
• Removes existing feature or API
