- Cherry picked Rapyuta robotics optimization to laser scan plugin from their fork
- Fixed a bug in the default tricycle_drive plugin legacy parameter loading
- Defaulted build to RelWithDebInfo for flatland_server and flatland_plugins to avoid new developers experiencing major performance problems in development builds without optimization
